One man holds a newspaper with the headline, "3 1/2 million pieces mangled." Parcels are going into the top machine bin from a conveyor, and waste from destroyed boxes is coming out at the bottom. Two workers are hiding and running away from the machine on the work floor under the industrial balcony. One of the men on the balcony says to the other, "You could always look at it as a cost savings! It's mail we don't have to deliver!"

The smaller man, with "CAT" on his shirt, carries a handgun and a (?) [rolled paper or stick?]. Behind them in the alley, an unconscious (dead?) man lies amid scattered garbage cans and trash. The large thug says to the other man, "Don't worry about it! Cruel and unusual punishment applies to US if we're caught! Not to our victims!" At the right edge of the cartoon is part of a political campaign poster with: "Nov. 1; Markusich; Vote."

Between two of the people, a sign labeled "Taxpayers" hangs from the chain. Offshore is a Roman-style ship labeled, "U.S.S. Burocracy" [sic] with an eagle at the prow and oars along the side. An oarmaster with a whip waits on the ship as a group of the chained people row out to the ship. One of the chained people in the foreground says, “Golly, what a beautiful ship. What makes it go?”
