Barnett, dated May 6, 1969, written in response to a speech by Barnett concerning James Meredith and integration at the University of Mississippi and other institutions of higher learning. Simmons also discusses his perception of the results of federally-enforced integration, as well as a speech given by Senator James Eastland regarding the nomination James Allen for secretary of the department of Health, Education and Welfare (HEW)" According to Simmons, the issues discussed are directly related to a struggle for control.

A large merchant ship labeled, "Economic benefits," is suspended above the Louisiana state house by a line attached to its central stack. At the bow and stern are two men dressed in colonial costume holding signs that read, "Port of N.O. ... Louisiana, USA." Question marks are above each man. Above it all is a sign that reads, "Prospects of legislative relief for capital improvements."

President Richard Nixon rows a boat down a rapidly moving stream accompanied by an attractive woman whose billowing scarf is labeled "USA." Nixon's eyes are on the woman and not on the obstacles in the stream. The boat has just passed a rock labeled "Korean incident," the tip of which protrudes from the surface of the stream, and a floating buoy with "First hundred days." Behind Nixon, artist Runtz's signature cat sits in the bow of the boat sweating in fear at the view of the rocks upstream. The rocks are close together and bear the labels "Riots," "Inflation," "Poverty," "Vietnam," "ABM," and "Etc." The caption reads: "Gently down the stream."

They are reading a newspaper with headlines: "Interplanetary travel seen in twenty years" and "Apollo 10 scores 110%." The father says, "Maybe someday you'll be telling us what it's like on Mars." Runtz's signature cat (with stars for eyes) reclines on a tree branch above the father and son. The cartoon caption reads, "Provided we keep this launching pad, Earth, intact."

The ship, with anchor stowed, is steaming through an ice field under a stormy sky. Three nearby icebergs are labeled "Coalition government; Constitutional amendment; Special elections." Nixon says, "In our seach for peace we're willing to take certain risks."
